Noticeable difference in CPU speeds?

Hey guys!
So I got a little confused over processor speeds. Is there a noticeable difference between say 4ghz and 5ghz? Also where does that difference take place and where does the speed help?

just depends you cant really compare different cpu speeds (intel i7 4770 3.5 vs fx 8350 4.0) but for the most part you will only notice in more fps in games and faster file transfer or encoding but actual operation not really
