Re-installed Vista on Toshiba - Can no longer wirelessly connect to HP pc through Network

I had to re-install Vista on my Toshiba Satellite PC and now I can no longer connect to my HP Pavilion pc, via the wireless network, that is running Windows 8.1. My network discovery is turned on and I can see the HP connection to the network and the network adapter is up to date but when I try to connect to the pc I get the error message 0x80070035 (network connection not found). What could the problem be?

I checked to see if the workgroup names were the same or not. The Toshiba (Vista) had “workgroup” for the workgroup name and HP (Windows8.1) had “HomeGroup” for the workgroup name. I changed The Toshiba to “HOMEGROUP”. Now I can no longer view the Toshiba from the HP but I can see the HP from the Toshiba. When I checked the properties of HP pc from the Toshiba it tells me that the workgroup is “WORKGROUP” but when do a check of the workgroup on the HP it still say “HomeGroup”. I have rebooted both machine and it did not make any differents. Yes I do have Internet access.
