AMD FX-8350 Processor and airflow problems

Hello, I recently custom built a gaming computer and I'm having cooling trouble with it. I have an AMD FX-8350 8 core (4 GHz) processor, and an EVGA GTX 770 graphics card (which has two fans of its own) in a Cougar Volant case. When playing Civilization V (which is not as taxing a game as, say, Crysis) my GPU and CPU temperatures having been going up to 58-60 degrees Celsius, and especially the processor is what's worrying me. The processor fan sounds like a vacuum cleaner which is reportedly normal, but the temperature being that high is very concerning. I have my power supply fan pointed down, one 120mm intake fan in the front mostly obstructed by the case and cables, one exhaust fan at the top of the case in the back, and one on the side blowing cool air in.

I can see via use of a temperature monitoring program that things are not as cool as they should be. Admittedly I'm not the most experienced when it comes to computers, I'm not quite sure how to effectively cool everything with this type of case, it's very different from the other cases I've used in the past (just Google Cougar Volant to see what I mean). The fans in the front and back are 2000 RPM and 74.48 CFM, the one on the side is less powerful and came with the case.

What I need to know is how these fans should be positioned, if I should to replace that side fan, how many fans I need, and perhaps most importantly, what kind of processor fan should I get to replace the lawnmower-in-training? It's got to go regardless, it's too loud, I need something fairly silent even at high usage, for under 30 dollars.

Do you have any recommendations? I'm worried that my processor is going to get fried if I actually try and play a taxing game (Like Crysis 3 for example). Thank you all for your time.

I've seen that cooler and I've been keeping it in mind, and I appreciate the advice, but I still need to figure out the other half of the problem... Airflow with the Cougar Volant case, where the fans should be positioned and in what direction (intake or exhaust) and how many I should ideally have.

EDIT: Well, fans don't mean much if they are not positioned just right, and with this type of case I'm just not sure how exactly that should be. My previous computer's front fan was not nearly so obstructed as this one and served just fine as the only intake, with only one other exhaust. I hear that just adding more fans can actually make cooling problems worse, ideally there should be just a few positioned just right.
