EVO is a great entry level cooler. Quiet, and a great performer, it can support a mild-moderate OC as well.
H60 is loud, and beaten by said EVO. The EVO beats all CLC up to the h80i and h100i.
H60, 30dBA, where the phanteks is 19 at max fan load, EVO can get down to 9dBA.
