I've been wanting to upgrade my GPU and this XFX 280x 3gb looks to be my best bet, however I can't really get a set recommended PSU for it. Websites either have no recommendation for the card or each website varies.

Now, this is the regular 280 verion:

On the 280 page, it says 750 watt psu, but I was thinking if the 280x has more power, would'nt it require a higher psu based on the 280?

Anyway, my current PSU is a Kingwin 650 watt. So I just want to know, if I pick up the 280x, will it be suffice? Thanks!

You're easily fine. Manufacturers always shoot super-high with the alleged requirements, partially because of how many people have crap power supplies. The card itself is going to max out around 250 - you could get away with a solid 550 if you had to. And your PSU is likely made by Super Flower (most Kingwins are) so it should perform well (would have to be more specific there to get a better answer on that part).
