[Help]Setting up a gaming Cafe

I am setting up a gaming cafe and I intend to use Windows 8.1 in all of my systems
I will be having 20 computers connected to one server. Also I am launching another cafe of the same brand name somewhere else in the city.
I intend to use a prepaid ticket/login system that will store all the details of the people with their ID's and passwords on the server as well as on my website. I know very limited coding and can do simple things in website designing etc.
All i intend to do is make that prepaid login/ticket system available to both of my servers and both of them should have the same database such that a person who created an ID in the 1st Cafe can play with the same ID in the second cafe.
Which is the best possible software for cafe management. Price is no problem. I can extend my budget upto 400$ for the software. All i need is to accomplish this. Could anyone please help.

I can make an attempt to program this in Visual Basic 2008 for $0.00. The system I'll be testing it on is Windows 8.0 x64, and I'll be using PHPMyAdmin SQL databases (XAMPP) to test out network-based settings.

If you're using a network login system similar to Novell, then please specify so that I can work with the login system and implement the following commands:

- Guest Session Management
- Network-based Account Creation and/or Deletion
- Real-time Monitoring through Remote Access
- Improved Diagnostics and Maintenance
- Network Cache Management
- Network Firewall Port Management
- Various Performance Optimization Improvements
- Real-time Hardware Monitoring. (Temperatures, Fan Speeds, Processes, Network Usage, etc...)

The reason why I'm doing this for free is because I'm bored and I need something that I can make that is useful and can test what I can accomplish.

The downside is that I might not be capable of making something comparable, but I will leave this list of software that my school used to manage their Intranets.

500GB HDD with 60GB Windows partition (C:/ with XP SP3)
Faronics Deep Freeze with OTP Token generator (Password protected, use on C:/ partition)
LanSchool Classroom Manager (Could cause problems with LSKProxy service using 100% CPU)
Novell Login System (manage accounts and partition network drives to allow games accessible on all systems from the server)
Lightspeed Systems Internet Security (Blacklist and block potentially harmful sites and suspicious site activities)
ESET NOD32 Antivirus (One of the best business-oriented Antivirus programs on the market)

So far this concludes my large answer, and I can always provide a list of decent alternatives to the previous list of programs if they surpass your budget.
