What graphic card is good below or around $70?

My processor : AMD Athlon(tm) 64 X2 Dual Core Processor 4400+ 2.31GHz
RAM : 4GB
System type : 64-bit
Graphic card : Nvidia Geforce 8400GS (Planning to change below or around $70)
Motherboard : ASRock N68C-GS FX

Please tell me what graphic is good for gaming in my pc below or around $70. (The Best One)

A used 560 ti if you can find one on ebay maybe?

No new cards for $70 will be any good.

Yes, GDDR on the GPU AND DDR on the motherboard have nothing to do with each other; As long as the motherboard has a PCI-E x16 slot, you should be fine (your motherboard does have one of those slots so nothing to worry about).
