System clock counting in LONG SECONDS

Dell PC with dual core pentium @ 2.2GHz, 4 Gig RAM, WinXP Pro32. The machine was provided with both XP & Vista; at boot there is a selection of which OS I want to run that times out for 30 seconds (I've NEVER started with Vista, and it has since disappeared from the list).
About 3-4 months ago, I noticed the 30-second timer was running SLOOOWW. Checking it with a stopwatch, each 'second" it clicked off was actually between 7 and 8 seconds. This is apparently affecting EVERYTHING that references the system clock; as almost every function is now taking longer than ever before to complete. EX: Overall, a restart takes about 15 to 20 minutes; saving an Excel spreadsheet can take 30 seconds, and displays the "elapsed time" bar graph (I haven't seen THAT since Win3.1); and opening most applications allows time to go get a snack. A very interesting one is the Weather Channel Desktop-when viewing the 10-day forecast, the days slowly "creep" across the screen, rather than "jog".
I have just recently replaced the CMOS battery, and the Desktop clock & calender appears to be keeping proper time. THis all appears to have begun BEFORE the end of support.

YES...I am PAINFULLY aware of being 'kicked to the curb' by Microsoft. We counted down the last month almost by the minute; being certain to get the very last updates that were made available.
I have Norton A/V installed; set up to do an automatic "quick" scan every night; to which I follow up about every 2 weeks or so with the several-hours-long FULL system scan. Other than the usual annoying commercial spyware, nothing serious has ever been found. I've recently given this an assist with MalwareBytes; which has also come up with...nothing.
