I'm buiilding a new PC very soon and recently read about ESD.

Should I be concerned about ESD if I'm barefoot and almost touching floor(ground) all the time while touching components.

Can I also place the PC case on floor while building so there is no difference in potential?

*Floor is marble.

With a marble floor you should be pretty safe from ESD. Carpeted floors are the worse. I have experienced it several times here where I am. Winter is the worse with dry air and static buildup. Just touch the bare metal of the case occasionally, and you will be fine. I have built many PCs and never had an issue with ESD... even here.
