New graphics card giving worse performance!!!

Okay this is my first time,so I hope to be helped...
I recently bought a new graphics card,AMD Radeon HD 5450.
Many people says that it gives very good performance.But it is giving very worse performance.Games like Just Cause 2 and Sleeping Dogs are working very slow and the graphics quality is also very bad.
So what should I do ???
one of my friends has an AMD Radeon HD 5450 the same graphics card.
In his one the games works just fine.!!
Now, then what should I do
I even updated the drivers but still it gives bad performance.
What should I do??
Should I use some software or do any changes..
PLEASE HELP.......

You need to be more specific? What speed of RAM? What dual core CPU? what about PSU? Motherboard? We must know these things!

NO WHAT I MEANT to say was that the graphics resolution is not good.
I saw on youtube that GTA 4 runs just fine on amd radeon hd 5450 but in my one nothing!!
So what should I do???
Please HELPPP!!!!!!!!!!!!!!!!!!!!!!!
I EVEN USED RAZOR GAME BOOSTER!!
BUT NO CHANGE!!!

1st, GTA 4 is one of the worst optimized ports in the last 2 decades, if not ever. A 5450 isn't gonna cut it. Second, It's just the resolution that's off? Not the performance?

Every one please LISTEN!!
I have 2 questions and 1 confusion...
QUESTIONS:
1.how do I use amd catalyst for better performance??
2.One of my friend's computer is just like mine..
but in his one GTA 4 runs good
but in my one it runs slow..(not only GTA 4 but also sleeping dogs,just cause 2etc.)
CONFUSION:
IN MY PC ASSASSIN'S CREED 3 and 4 runs just fine with better performance but the other games......runs slowww......

1. Don't worry about it. You don't know enough, and it will not be much help anyways.
2. There is more than a GPU that makes a game run well. You have too little RAM, and likely a slow CPU playing a game that is CPU limited and poorly ported.

An HD 5450 is not a gaming card. It is not even a low end gaming card. It's also very old. In that series, the HD 5650 and up were gaming cards (and a low end at that). Your dual core CPU could be one of many, but it too is likely slow and old with too few cores.

You may want to take that card back and consider a new PC or console.
