Can the processor limit the speed of RAM?

On http://ark.intel.com/products/75054/Intel-Xeon-Processor-E3-1230-v3-8M-Cache-3_30-GHz if you scroll to memory specifications it says "memory types' and lists 1333 and 1600 memory. Does this mean if I buy like 1866 ram it will have to be clocked back to 1600 or 1333?

No it means it will use the speeds the motherboard defaults to, normally with Intel, you would select XMP memory profile, which should set it to 1600 as that's Intel's official top speed. To use 1866, you need to set it manually.
