Dell Optiplex GX270 Pentium 4 orange light no boot, Could is be power supply?

I have a Dell Optiplex GX270 Pentium 4 which is about 6 years old now but wasn't used in about half of them.
All parts are what it came with along with two 256 MB ram cards and an extra hard drive.
what's happening is that there is an orange light when i go to turn the computer on and the only thing that runs is the power supply or at least seems to run,
Everything is plugged in the right slots and every once in awhile the computer motherboard light doesn't always stay lit like how it should be so idk if there's an issue with the motherboard or power supply not getting enough power to it somehow, like i said everything is connected and power supply fan moves like it's running fine but not sure.

Don't have money to get a tech to look at it so this is best way i could get help atm.

Sry to leave it out but it's solid and also if it helps the computer doesn't make any beep codes.

is the orange light flashing or is it solid on? If its flashing it could either be the motherboard or the power supply. I used to do IT work for a small business who were using old dell optiplex machines and a few of them had that exact issue...turned out to be the powersupply on two of the three and the board on the third. Most likely it is the power supply
