i already have the GPU, and I am limited to a budget of 650(+-15). i want to also get some LED fans and sleeved cables, and that is part of the 650$ budget.
which build do you think is better? and if you guys can come up with something better, please do so.

I do lots of gaming, recording, and video editing on vegas pro.
 
Both of these builds are very overkill for a 7850. You really want a new GPU if this is for gaming. Both the i5 and the 8320 will be very limited by the GPU, so in games, you will likely see no difference between the systems at all. The GPU is simply too weak for the CPUs so show any difference.

i know the GPU is not the strong point of the build, but I am making the other parts more powerful so that i have growing room in the future.

and as of currently, i am bottlenecked by my a10 5700

would it help relieve bottlenecks?

in bf4, people get 30-50 fps on ultra, on videos on youtube...

in BF hardline, which is essentially BF4, i get around 20-30 fps on ALL settings.
