What do you think of my PC for Gaming.. trying to get ultra settings with mostly 60 fps =

Not much.

Graphics is what is most important for gaming.
Do not use sli unless you need to.
It is not needed unless you are using a 4k monitor or are using triple monitors.
With your budget for cpu/motherboard and graphics card, reverse your budget.
Spend $500-$700 on a GTX780 or gtx780ti and $230 or $340 on a i5-4690K or i7-4790K and a z97 motherboard.

Not so crazy about water cooling either.

your pc is overkill for what you are playing.. A single gtx 770 or r9 280x would be more than enough unless your playing in 4k. below is benchmark for bf4 with a 280x / 770 on ultra preset... ultra preset sets shadow detail to ultra and if you turn this to medium you can't tell the difference and will gain a huge increase in performance. a 280x cost about 30$ more than a single 760 but gets significantly better performance than 1 760.

the games you mentioned I can run on ultra on a i-3 w/ r9 270x which is a 120$ processor and 199$ video card and 6gb of cheap ram that came with the cpu made by hyundai. witcher 3 will be amazing and very graphic intense but if your playing it in 1080p a single gtx 770 or 280x is more than good enough. seems like it would really depend on what you plan to play in future. if you plan to get a 4k tv and run the cpu to it or run multiple displays then it would be the reason to get the other set up. you could easily spend 500-600$ on your MB / video card and have a great gaming system.
