bios should not mater you should displat at least the bios screen be sure the on chip gpu is deactivated but it seems that when you put a card in the slot it auto selects that [??] did on mine .. can you get to desktop in safe mode? and did you install the amd driver after you installed windows or during the windows install where it wants you to add drivers?

Where are you connecting the video card?

Into the R9-280X or the on-board graphics card?

Can you please try connecting it to the on-board graphics card?

Most motherboards have a feature to chose the primary graphics card. By default the on-board card is selected. You may have to change it in the BIOS.

Your monitor should be attached to the graphics card, not the motherboard video outputs.
Make sure the PCI-E power connectors are plugged into the graphics card as well.

The BIOS settings should be OK, but if you did need to change them you should be able to access the BIOS by removing the graphics card and plugging into the motherboard video output.
You could update the BIOS this way too, although this is only worthwhile if the bios revision lists PCI-E compatibility fixes.

Hi! I've been trying to fix it for the last 2 days>

I have disabled CPU graphics and first video output the PCIe 1st Slot.
I know how a PC works, I Connect the HDMI to the graphics card.
IF I plug the Graphics Card No display even if I switch between the mobo and graphics card
Drivers can not be installed even if I am using integrated graphics card.

I am so desperate

Using a DVI to HDMI adapter should be exactly the same except that you lose audio to the TV. I don't see how this would help.

ok did not think it would hurt to try this is why I don't use hdmi to hdmi too flakey dvi to hdmi has worked every time with every card I used ...

but in the end its up to him all I can do is give my 2 cents worth.. and it still may not work[??]

If the display device and graphics card both supported HDMI 1.4, a HDMI 1.3 cable may not work correctly.
Other than that, he may just have had a crappy HDMI cable.

At 1920x1080 resolution 60 Hz, the video signal over DVI or HDMI is exactly the same. This is why you can buy simple adapters between the two. There is no need for an active adapter like Display Port to DVI or HDMI.
The graphics card will treat DVI or HDMI the same as well, with the possible exception that HDMI may default to a different color space suited to TVs rather than DVI defaulting to a color space suited to monitors. You can easily change this though in the display driver.
