HD7770 help with drivers?

I have a HIS Radeon HD 7770 Ghz Edition that runs fine in one PC but wont run right in another
Runs Perfect in my nicer PC but seems to have driver issues on the other Ive been working on it for 3 days now

I have just Reinstalled Windows 7 Ultimate x64 on both PCs again today
the HD 7770 runs fine in my Custom Rig with catalyst 14.4 I tested with Heaven Benchmark/3D mark/Crysis 1 64Bit GPU Benchmark/ and about an hour on Bioshock Infinite at Max settings 1600x900 with no problems
(temps were in the high 60 to low 70.C

Fails to install the same driver on the other PC, it wont install anything from catalyst 12.2 -13.4 or anything after 13.12-14.4
and both 13.9 and 13.12 blue screen and restart the PC within moments of starting any game 3D mark or Heaven Benchmark
or anything that utilizes the GPU, this PC has been running a old HD 4850 just fine till i upgraded it last week

so i started trying to eliminate the possibilities i switched the PSU with a known working unit without any change
i ran prime 95 and Memtestx86 and Windows Memory Diagnostic no issues

so then i installed Vista Ultimate 32bit it has the same problems with catalyst 12.2-13.9 (vista is only supported up to catalyst 13.12)
the only one that would install was 13.12 and again it crashed immediately

only thing i can think of is maybe its a Chip-set driver problem or maybe mobo BIOS (ill start looking into that next)
I'm using Win 7s default chip-set driver and have never flashed the BIOS on the Dell

if there's any info you need that i forgot I'm sorry just ask me what you need to know and ill answer the best i can

here are the PC basic specs

1) THE PC THAT HAS PROBLEMS
Dell Inspiron 546
Phenom x4 2.5Ghz
OEM Motherboard http://www.dell.com/us/dfh/p/inspiron-546/pd
(i cant find any specs on the board) and it has stock BIOS
3Gb DDR2 6400
SATA 7200 RPM HDD
500W Enermax PSU

2) PC that doesn't have problems
Custom
Phenom II x4 3.8Ghz @4.0Ghz
MSI 880gm-e43 it has the 2nd to newest BIOS (i wont need to upgrade unless i want to run a 6-Core Phenom II)
4Gb DDR3 1600 @1600Mhz
Sata 10000 Rpm WD velociraptor
OCZ Mod Extreme Pro Modular 700W
(normally runs my HD 7850 2Gb) catalyst 13.9-14.4 no problems

So i think i figured out what was wrong. ಠ_ಠ
I was using DELL OEM copies of Windows 7 and Vista, apparently not all the drivers were correct for my system
I ended up using the AIO MAR copy of Win 7 Sp1 that we use internally at a non profit i used to volunteer at .

It was either compiled with win 7 ADK or it was from MSDN i cant remember either way it made the world of difference
14.4 installed correctly the first time and i have been running Heaven Benchmark and Crysis GPU benchmark again this time no problems

Hi Ian if possible could you explain a little further with your fix? I have been having this problem for ages except mine wont work on a custom rig, I even updated my motherboard
