Games run slow with GTX760 SC

so i just bought a legit GTX760 superclocked branded EVGA, for some reason when i try to play black ops 2 at 1920x1080 at highest the game just goes really slow, in menu screens its 60fps but on in games it is a max of 60 but going from 15 or 20 to 30, even though you can see 2 images per second and it looks horrible, i thought it was the game but i tried it with other games and it is very slow, on black ops 1 you can even hear the sound lagging, i do play online but my ping is 100 and i have always played with this ping, but gameplay looks like 450 ping, its ridiculous, i installed the drivers from the CD that came and also tried downloading the most recent, none of them worked and my pc is very good,

specs:

I5 4570
GTX 760 SC
16GB RAM
ASUS B85M-G motherboard
Thermaltake 600W PSU
Samsung 1tb HDD

please i would appreciate help as fast as possible, and if these details help in anyway, i connected two 6 pins to the GPU and one 2 pins connector (from the PSU, that way it doesnt require more power or whatever)

Try lowering the games graphics, fiddle with the nvidia control panel options under manage 3D settings also. Download Precision X and do a little clock work and set up a custom fan profile so it does not throttle from the temps.

yes, all of the new ones are installed, the graphics card has EVERYTHING updated and installed and BTW its a freaking GTX 760 superclocked, i think its ridiculous lowering the graphics on games like modern warfare 3, now i got to tell you i found 2 drivers that i probably must update, they are:

- PCI simple communications controller
- SM bus controller

I guess these 2 controller may be doing the problem up, but i cant find the drivers anywhere!! I already searched it up, i did find some programs and stuff but still im not sure which one to download, I tried from http://support.asus.com/Search/KDetail.aspx?SLanguage=en&no=1BB51C30-64A5-5E84-D250-0AE194742F93&t=2 downloading the 5 series chipset based but it says my PC doesnt meet the minimun requirements... well besides that if someone could provide me with a download site i would appreciate it and ill keep looking around for it...

DETAIL: when i refer to slow games, its not that the whole time its going slow, but its the game running first smooth but suddenly every 3 secs it gets this "freeze" or "stop" and it goes from looking like 60fps to 12fps, ok for example im playing call of duty and i am quickscoping, so when the scope is going towards me well yes i am able to see that, but when its fully scoped in and i shoot, then scope out... well i do press the buttons but it isnt visible, all i see is when the scope is coming towards me and then going outwards... ofc lucky me if i hit the enemy i dont even get to see, so everything stops, its very awkward...

UPDATE: I managed to update and "SM bus controller" in an attempt to update "PCI simple communications controller" (LOL), I was all happy at the beggining cause after restarting my PC the game would run fine like nothing happened and BOOM there it goes again, after 3 mins the game got that "lag" again... *sigh*

I really believe the GPU isn't overheating, and i shouldn't have to lower graphics in MW2 with a GTX 760 superclocked... anyways i did try it but it doesn't work, and precision X honestly won't really help here, I did try it though but ofc no results.
