1st how many watts is your PSU? That card needs 400w.

Make sure the graphics card is seated properly and is using the power rails labeled "PCIe". Should also make sure your using the PCIe X16 port closest to the CPU if its just 1 card.

edit:
actually I am not seeing a PCIe rail on that card from the pictures, so u may not need to bother with that if it does not have one. Its a common mistake for some people to use the 12v rail instead.

another edit:
Oh no it was just the angle. the manual shows the power cables.

Here is the link to the manual.

It is well illustrated. Make sure you didn't miss any steps.

The card gets some of its juice from the PCIe slot. So if not enough power is being put into the motherboard for the card it could be the issue.

Did you solve your problem?
I have the same issue with a Asus AMD R7 240 1GB DDR card. THe Motherboard is an Asus M5A97 LE R2.0 with an AMD FX-8320 cpu. Unfortunately there is no integrated GPU, which means i can't see anything - i can't enter the BIOS - and don't know if it's a mainboard or video card issue.
The PSU is 430 Watts with 34 A on the 12V-rail, specs from Asus state 400W with 24A on the 12V-rail. So should be enough, especially with the maximum consumption stated by Asus to be 30 Watts.
If anybody has a solution, please let me know

Make sure Legacy is turned on in the bios and secure boot turned off if either of you have Windows 8. Under security settings. Take the card out and get into the bios to change the settings, then put the card back in.
