Hard drive partion is inaccessible but the hard drive still powers on. how do i recover my data?

I have a problem with my hard drive. It was sectioned off into three partions. 2 of the partions I am able to access but the third one i cant access and it has the most data on it. Whenever I do try to access that partion i get the message saying that I need to format. I know what what happens when you format it so i did not because i know the data would be deleted and it still shows that there is data there although i am unable to access it. I sent it to drive savers they told me it would cost between 1900 and 2400 to repair. I sadly have no such amount to pay for that. They said in their diagnosis that the read/write heads coming in contact with the media platters. I kindly have no idea what this means. Anyway I still have the hard drive in my position and never touched it since then as it has been 3 years now since this problem occurred because i felt it may be another way or at least a cheaper way to access this data. the drive does power up when i put it in an external enclosure and i can go to the other two partions with no problem. Can anyone help me as i do not have 2000 dollars to spend and the data i have on there is almost 15 years of compiled data i use for my music. The drive was purchased back in 2006 the drive stopped working properly in 2011. Any assistance would be greatly appreciated.

The partition is lost unless that method I linked you can actually shrink the platter so it can be read again.

Only do the following if you absolutely refuse to pay the other people to recover your data. Doing so might prevent them from doing it.

If you cant get that partition to show again after freezing it; reformat it. Reformatting typically causes your data to be lost.. but since your data is lost in this case, it will give you a usable partition to recover.

yes the other partions have been backed up i transfered those files onto an external hard drive i brought. the partion that i cant access however has the most and most important data on it. i would hate to try to gather up 2000 dollars to get it back

Try using Recova, select that partition, and I would start with pictures only. Once you undelete those pictures to an external hard drive, refreeze your drive again and do it for a different file type.

Assuming that freezing thing actually works, 15 years of files would take too long to recover all at once.
