Screen Tearing on anything but games

Good evening, everyone. I'm new to this forum but have been visiting this website for a couple of years. So, here's the deal: I built my first PC a few days ago, and everything works well. I've been playing games on it, recording guitar and bass tracks and watching videos. However, I've been noticing an annoying thing, and that is screen tearing. When I'm playing games such as Assassin's Creed and Skyrim, I don't face any issues with the tearing, but switching to a YouTube video makes me want to die. The screen tearing is making it impossible to watch a video. So I thought the problem was my browser and switched to Chrome (I use firefox), but kept getting screen tearing. I thought flash player could be the issue and re-installed it, got nothing. Tested the screen with Star Wars 1, still tearing. It appears to show up everywhere BUT games. I really don't know what to do. Tested with different cables: Tearing. Changed refresh rate: tearing. Since I am using a VGA to DVI (my monitor only has VGA, I use the adapter that came with the GPU), I thought it could be the issue. I tested with a monitor that has DVI out and connected it directly to the GPU's DVI, and there was no tearing. I tested my monitor with another PC and there was no tearing. Could the DVI to VGA adapter be the problem? Thanks in advance, here are my specs, if it helps:
