Is it possible to increase the signal of my WiFi or usb Bluetooth using a big dish. And how to make a tv tuner using old sattellelite receiver.

Satellite dishes are extremely directional. Unless you want to point it at another building, it won't do anything for your coverage.

TV tuners and satellite receivers work in completely different frequency ranges with completely different encoding. Just get a cheap TV tuner, or use the one that's probably built into your TV.
