Fully Wipe HDD Before Installing Windows on SSD

I am planning on buying an SSD soon to install windows on. I currently only have 1 500 GB HDD with windows installed on it already. I want to fully wipe everything off of this HDD including windows then install Windows on the SSD. What is the best way to do this?

Note: I have to keep the HDD plugged in during the windows installing so I can move the Program Files and Users Folder to the HDD instead of keeping them on the SSD using CMD Prompt... (I know how to do this) So the HDD must be plugged in during installation.

Just wait till after installation of your ssd get everything off the HDD , then format the drive

Install Windows on the SSD, then move everything from the HDD to the SSD and/or another HDD, then reformat the HDD.

Also note there was an I.T. Techie on here last month who assembles 2 or 3 machines a day, and he messed up a couple of installs. He wiped the ssd's by formating them and SWEARS those machines run faster than all the others.
So it seems install windows an a formatted ssd,even if the advice is not to.
