Very high idle and max RAM usage

Since about 3 months ago I've been getting idle memory usage of about 34-45% and when I'm playing a full screen game with chrome, itunes, windows explorer, etc open it goes right up to 70-90% depending on the game. This seems really high. Sometimes chrome/aero/windows explorer crashes, especially when I play Dayz(I know this is a poorly coded game but its not the only culprit)

Speccy is telling me I have memory @ 705MHz and I understand that windows is often bad at detecting RAM speeds, cpu-z detects it at a similar speed, just below 700MHz.

In the BIOS the RAM is set to be running at 1375ish MHz, it is a preset option within a drop down menu...
Is this a problem? Is something wrong? Can I fix it?

Is this stock 1333 RAM? The CPU-Z figure is correct since it is double data rate (DDR). But the usage is quite high for a Windows 7 PC with 8 GB. Are you running the game on all 3 monitors? If not, what are you using the other monitors for? Have you checked task manager to see which apps are eating up all your RAM? Is it the game you are running or something unrelated like a virus scan maybe? Also, unless you are using them on a 2nd monitor or something, just close down Chrome, iTunes and everything else except for the game. That should free up at least a few hundred megs if not more depending on what those apps are doing. You might even want to try a booster app like Razer Game Booster which shuts off all unnecessary processes while you are running a game to give you the maximum amount of RAM and CPU resources.
 
First of all, pl understand that RAM is DDR i.e Double Data Rate so its effective frequency wold be 705 * 2 = 1410 MHz. It is still not 1600MHz. That may be due to the very fact that you've overclocked your CPU resultantly the frequency of ram is decreased.

Pl try to run anti virus or anti malware software to make sure this is not a malware/virus attack on your system.

The game only runs on 1 monitor. Most of the memory is being used by Chrome tabs, between 133,000K and 20,000K per tab, the rest is itunes, skype and other pretty small stuff.

Got regular virus/malware scans running weekly so it cant be that. Should I change some setting within the BIOS? It wasnt set as 1600MHz in the BIOS...?
 
Setting the correct frequency in the BIOS is not related to the RAM usage which you have described in my humble opinion. You may try to change the frequency in the BIOS and see if CPU-Z reports it that way then.

You really need to check your system resource monitor to see exactly how many programs/services are running and which is eating the most of the RAM.

You might want to begin by setting your speed to the correct 1600 in the BIOS since you aren't OC'ing the CPU. There really is no reason to underclock it. Next, like someone else suggested, make sure your PC hasn't been compromised. If someone is running malware like some kind of bitcoin miner that runs invisibly it will eat up your resources and you most likely won't see it in task manager or other system resources monitors. Install Malwarebytes Anti-Malware, update it and run a full scan. And if you don't have virus protection, get one of the several free apps such as Microsoft Security Essentials or AVG. Then, shut down Chrome, Skype, iTunes and anything else except the game. If the memory usage is still at around 80-90% you have a problem. If it is normal and the only major usage is the game then you are fine. Also, just to be safe, you might want to run a memtest86+ scan. It can't be run inside of Windows so you have to burn it to a bootable DVD-R or CD-R and boot your PC off it. You can also create a bootable USB thumb drive but that is a bit more complicated. All you have to do with a DVD is open up imgburn and burn the iso as an image. Then set your primary boot device as your DVD drive and it will start up automatically. Run a scan to check the health of your memory. If there are any errors, immediately start an RMA with Corsair and send them back for replacements. I had the same exact low profile Vengeance DDR3 1600 but in 2x 8GB and one of them had massive errors in memtest. Corsair replaced it with a brand new sealed in the box stick and I had no problems since.
