Antec kuhler h2o 650 fan constantly running at 100%

So I recently purchased the cooler listed in the title and the fan runs really loud :/
I've already tried changing CPU fan speeds in the BIOS with no luck.
Any help is greatly appreciated.

I have found that the Antec fans are loud in comparison with other fans (I use Cougar fans: they are both cool and quiet). But you should be able to change the fan speed via the controls for the fan header on the motherboard. In order to help further you should detail your motherboard and BIOS version.
