Sudden Decreased FPS In My PC Game

I am running a Windows XP Service Pack 3 computer with the PC game, F1 2010.
The game runs fine, but lately I have noticed that the game will suddenly on display 1 or 2 FPS. This issue will continue until I shut down the computer.

Originally I thought that this was an issue with the disc. I tried cleaning with alcohol, but the issue still occurs. I ruled this out as a cause because even if I remove and clean the disc after the issue, it will continue until I completely shut down the computer.

Now I think that the issue is related to the temperatures of my motherboard. When idle, my motherboard reaches and remains at about 60C. When running my game, the motherboard runs at about 80C. I read that the motherboard should only run at 60C maximum.

I have removed the casing of my computer and cleaned all of the fans and filters. This does not solve the heating issue. Is it possible that the heating issue is the reason that my game is suffering from sudden and spontaneous performance issues?

I would also like to know about some possible fixes for my heating issue. Could I have a second fan installed in the computer or would I need to upgrade the fans that I already have installed?
 
Exactly what cpu and cooler do you have?

Verify what your cpu temperatures really are.
Install some app like realtemp and see what it says.
If a cpu gets too hot, it will slow down or even shut off to protect itself.
If you install cpu-Z you can see if the multiplier drops.
If you have a temperature issue, perhaps your cpu cooler needs new paste and mounting.
Check to see that your cooler is on securely with no wiggle.

CPU is mounted securely.
According to SpeedFan, my GPU is 91C and CPU is 80C.
Those temperatures are the issue.
 
91c. is hot, but not out of line for a gpu.

80c. is a problem for a cpu.
It is the cpu cooler that needs to be mounted securely.
Using too much grease is a common mistake.

At idle, your cpu temp should be in the 10-15c. range over ambient.

If you are on XP, you likely have a older, hotter cpu chip.
What is it?
You may also be using a stock cpu cooler. These are not very effective and will be very noisy under load.

What has changed?
If your problems started recently?
In time, thermal grease can lose it's effectiveness.
Remounting your cpu cooler may be in order.

Removing the side covers and perhaps directing a fan at the innards will eliminate case cooling as an issue.

When this issue first began to occur, I opened the side cover to clean the inside. It didn't help.
I can confirm that I am not using a stock cooler.
The problem did start recently. I do not own an air conditioner in my house, but this has always been the case and nothing like this has ever happened to my computer.
