GTX 770 - Low FPS in Skyrim

I got this card (GTX 770) so that I could mod Skyrim beyond my old card's capacity. When I got it, I popped it in my comp, installed the latest driver, ran my mod list and it worked great! Now, yesterday I reformatted my hard drive and updated windows, re-installed the display driver, etc. I re-installed mod organizer, imported my mods from before and did up SKSE and my ENB. I ran the game and everything looked great, but I didn't get very far before I noticed some massive fluctuations in frame rate (1-120 FPS)... I mean like, some areas were just straight up 1-2 FPS the whole time, never recovering. So, I tried re-installing skyrim and running just plain old vanilla. It was playable but I experienced frame rates of between 45 and 120. Again, this is on VANILLA Skyrim. No mods, no ENB, no SKSE, nothing - A fresh install. I even turned off AA. I kept the default settings in the Nvidia Control Panel, I messed around a bit with EVGA Precision, tried MSI Afterburner, rolled back the driver, etc. I got better and more consistent FPS on my old shitty card from 4 years ago on vanilla skyrim. My temps are very healthy though, never reaching above maybe 50 degrees or so and maintaining a steady 33 degree idle temp... I'm just not sure what I'm missing or if the card is somehow faulty... But I tried BF4, I was getting an average of 80FPS... on ULTRA! Anybody have a clue as to what the issue might be? Again, this wasn't really an issue before the reformat. Personally, I'm convinced there's a bottleneck somewhere, but what could it be?

Well, the thing is, I had these mods running perfectly fine on my system before I reformatted. Regardless though, I ruled out the possibility of the mods causing the issue when I did a clean vanilla install. I know 45-120 FPS is playable but I know for certain that on this card, my FPS should never dip below 100 let alone reach as low as 45 on vanilla skyrim. In fact, my buddy has a lower end card than I do and even his card doesn't go below 99 FPS on vanilla Skyrim. So, by keeping an eye on my FPS in vanilla, it acts as a benchmark, letting me know that something is still wrong. No need to even run the modlist to know that the problem is still there.

Well frames rates for a game like that will vary depending on what area you are in, like in a city for example your fps is going to drop really really low because that is an extremely cpu intensive part of the game. Like even if you had the best video card and you walked into a city or some part of the game where it is very intensive on your processor you still will have large drops in frame rates.

Crap, I didn't mean to choose this as a solution lol.. But yeah, my cpu is pretty beast, and with frame rates of 45 on vanilla, just add some 2k textures and ENB and that translates to like 1-10 fps. And that isn't right because I wasn't having this issue before.

fxaa? and yeah you're good i get 90-120 on 1440x900 with fxaa ultra so none of our gpu's have problem.Run mawbytes ms esentense or avast

Thanks, buddy! Yeah, according to core temp, they start at around 33 and jump up to about 60-65 when i stand in the areas where im getting 1-2 fps.

Edit: That's WITH mods by the way. I didn't actually check it on vanilla.

But that doesn't solve it right? BTW I can play Skyrim on Microsft Surface Pro 2 at High setting at ~35 fps constantly. It runs an i5 4200U @1.60 - 2.30 GHz with Intel HD4400 so I cant imagine this comes from Skyrim. Look for any background tasks that become unusually active when you're playing skyrim.

Correct, the issue is still not solved. There are no unusual processes running in the background, as this is a fresh install of windows 7.

Even though you've stated that you don't have this problem does not occur while playing other games, I do recommend trying a RAM test, since high CPU temperatures often have something to do with your memory. Have a look at http://memtest86.com/, it's a free RAM test and also very reliable. It will take a while to complete (sometimes at takes several hours) but the results cover almost 100% of memory defects.
