Why is Far Cry 3 so laggy on my build

Ive seen performance videos where people are getting 55-60 fps on ultra with msaa turned off on rigs that are worse than mine i dont understand why im getting like 20 fps on medium.
cpu:i5 4670k
gpu: EVGA gtx 760 2gb SC
Ram: 16 gb
OS: Windows 8.1 64 bit

It still shouldn't be doing that. I have a GTX 660, and I keep 30-40 fps on ultra with 2xAA and HBAO.
A GTX 760 should be able to manage my settings, at higher framerates. Certainly not medium at 20 fps.
