So my old motherboard broke recently and I went to get a new one, decided to get with a whole new mobo/CPU since the original ones were getting up there in age, and when I got everything set up, wiped the hard drive and did a fresh install everything seemed to work great... till I tried to download anything, at all.
I have great connection speeds for just visiting websites, everything posts quickly and running searches on google is as fast as it always is, but when I go to download something, say Avast! Antivirus, the download speed just isn't there. (I've been trying to download it now for the past 20 minutes and it's just hanging there).

Uninstalled the network adapter drivers and reinstalled with ones directly from the manufacturer
Reset the CMOS
*Attempted* to try and use an optimization tool from Speedguide.net
Lastly, I dug up an old wireless adapter that I had laying about (Netgear N-300 WNA3100), disabled the internal ethernet adapter, and relied solely on the Netgear one, and still was grabbing the same speeds for downloads.
Yes, I've power cycled the router and modem (Verizon FiOS), and directly hooked my computer into the Verizon device, same issue. I thought it may be an issue with the gear till I tested other computers on both the router I use and the Verizon tech and none of them have the issues I've been running into.
I've wiped my computer down three times in hopes that there's something in the install that's mucking up, but to no avail.
I am currently running Windows 7 64-bit

I'm at my wits end with this and really can't think of too many other things. Thoughts?
