If you increase your budget by around 4 thousand, you have this for a total of Rs. 33, 496. This is if you don't want to invest more at a later time. But if you think you can invest more money in six months or a year, "heloooo's" suggestion above seems better.

The CPU is actually an APU so you wont need to buy a graphics card just yet but you can upgrade later in the future.

In addition to Helooo and Jatin Bhat's suggestions, you can also look for a used PC and put a 350$ GPU in it. You can easily get a used i3 PC for 150$. It would fit your budget with no compromise on gaming quality.
