CPU Overvoltage Error and Glitchy BIOS ASUS Z97-A

Got everything running fine on my new pc with no problems. Started testing out overclocking and it still seemed fine. XMP settings, tried for ratio x45 and when I got to 1.295v it gave me a cpu overvoltage error and rebooted to the bios. I went to change the voltage and ratio back down but before I could do anything the system crashed. I was a little confused at this point because I researched overclocking these cpus quite a bit beforehand and read that 1.3v-1.35v is on the high end but it should be able to handle it. Looking back I may or may not have set it to 1.95v instead but I'm not sure, I was doing other things at the time and not completely focused on overclocking.

Now the bios is very glitchy(sections of text flash in and out) but I can still read the information and change settings. It reports all the hardware I have, it sees the cpu, ram, psu voltages look ok, temps are the same as before, etc. Won't boot into windows. I removed the motherboard battery and unplugged the the psu. Same thing. I was able to get into windows for a short time when I tested out upping the voltage back to 1.3v. Thought that was strange. I didn't want to try that for long so I set it back to default.

My first thought was that I fried the cpu or motherboard. I don't have immediate access to another LGA1150 board or haswell cpu so I can't check that right now. Hopefully I can test that out by this weekend. I've tried moving the ram to different slots one stick at a time, taking out the gpu and using onboard graphics, wiped the drive and tried reinstalling windows, left the mb battery out for over a day. Won't even boot to a live dvd of xubuntu. Gonna try my older psu tomorrow when I have more patience for this, but I'm doubting it's the psu.

Does anyone have any idea what's going on or has anyone had anything like this happen? Does this sound more like a cpu or motherboard issue, or both? I guess I'm looking for any other suggestions of things I could try before having to find somebody with an 1150 board or take it to a repair store(which sounds just awful). If anyone knows of some way I could isolate the problem with what I've got so I can just replace something, that'd be great.

If you did input 1.95V for Vcore, it would have damaged the CPU for sure. The fact you saw the CPU overvoltage error suggests you did as that message is not displayed until the voltage is over 1.60V IIRC.

Ok thank you. Could doing that have also damaged the motherboard as well?

Not likely as the voltage regulator for Vcore is on the processor die itself.
