What to upgrade next?

I'm looking at upgrading my system for when The Witcher 3 comes out. I currently have:

CPU: Intel Core i3-2120 3.3GHz Dual-Core Processor
Motherboard: Gigabyte GA-Z68A-D3H-B3 ATX LGA1155 Motherboard
GPU: ASUS GTX660 TI-DC2O-2GD5 GeForce GTX 660 Ti 2GB 192-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready SLI Support Video Card
Memory: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Samsung Spinpoint F3 500GB 3.5" 7200RPM Internal Hard Drive
Case: Rosewill CHALLENGER ATX Mid Tower Case
Power Supply: OCZ ModXStream Pro 600W 80+ Certified Semi-Modular ATX Power Supply
Optical Drive: LG GH24NS90 DVD/CD Writer
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit)
Monitor: Asus VH236H 23.0" Monitor

Now I was wondering what I should look at upgrading to get the best performance. I have noticed that I get a lot of screen tearing on most games so I think that my monitor should be upgraded, but that's something else. Is there anything getting bottlenecked? Just looking for some ideas. Thanks.

A new processor and motherboard would be a great upgrade. i3s are good budget options, that isnt a budget PC anymore. What is you budget on upgrades?

Ya it was a budget build at the time. I could spend up to like $400 total. Just kind of looking around for what to save up for.

I wouldn't spend the money to make the switch to Haswell. Make sure your bios is up to date and get a 3770k, and set multiplier to 40 for 4.0ghz, instead. No need to buy windows again, nor a need to reinstall it. You would be just fine then till at least skylake, if not skylake's successor.
