Low GPU Usage in Watch Dogs

So I've been playing watch dogs for a while now and have noticed that the FPS keeps dipping, I know its with the software and all but that's not the issue. Whenever this happens, i ALT+TAB out and see in Afterburner that my GPU usage is below 80% and sometimes even below seventy (During The Dips). I know for a fact that my CPU is NOT a bottleneck because I am currently using an FX-6300 (OC'ed to 4.1ghz) with a Gigabyte Radeon R9 270 (OC'ed to 1130/1500mhz) and i know for a fact that my GPU should be able to handle watch dogs at 60 FPS at high setting without any MSAA. If not 60, ATLEAST! a steady 30. Why am i getting these random dips? And shouldn't my performance be better? Any answers are appreciated!

Hate it for you, but that game engine causes most any CPUs to bottleneck. FX-6300 even at 4.1GHz is not enough. There are guys with 5GHz i7-3930Ks with CPU bottleneck in that game. Clock your CPU some more and it should help a litle bit. It's not really worth upgrading for one poorly coded game though.
