New rig games have fps stutter

So i just built my first pc and the specs are,

FX8350
GTX 770 EVGA SC ACX Cooling
2TB HDD Toshiba 7200rpm
cs650M PSU
8gb of corsair vengeance ram
OS windows 8.1

Now in most games i get a random fps stutter, normally when i go into new areas or like its loading. Games i play are ESO, Wildstar and GW2 so far are the only games i tried. Also i get kinda low FPS in GW2 and Wildstar, ESO is smooth but normally at like 40-60fps. Should i be getting more FPS with GTX 770? Also whats causing these Stutters in all the games? sometimes when i really load a new area it freezes longer then the stutters do. Ive tried alot of stuff but nothing works. ive messed with all nvidia settings and tried multiple drivers. tested ram all good. reinstalled windows etc.
 
Solution
stuttering loading new areas in games is only going to be reduced by getting an ssd. It's just unavoidable. Sometimes there are tweak guides for games that can help too.
as said above check for overheating of any components, use hwmonitor. amd's fx cpu's aren't the best for some games, as most games out there wont utilize more than 4 cores and amd cpu's have poor per-core performance compared to intel cpu's. For some games the 8 core 8350 can perform worse than a dual core intel i3.

I don't think its temps when I first got the PC I checked all temps I think CPU sat at. 50c and GPU at like 70 c. That's under full load. At idle its high 20s for both. Idk how to check voltages etc..could that really cause a stutter?

No its not any programs I wiped my computer and only installed the game. Plus its a new computer. Also even on low graphics it stutters in certain areas in the game. I bought a ssd and hopefully that fixes the problem? My HDD is a Toshiba 2 tb model # t01aca200. Is this a slow HDD?
