2D Art Desktop PC Build suggestion

Okay, I'm getting into 2D Digital Art. I Have a PC that does this with Adobe Illustrator and Adobe Photoshop and I dont have a problem with performance. I Just would feel comfortable with a quieter, More recent PC so to speak.

Note: I Am coming from a PC with an AMD Athlon 64 x2 4400+, 3gb DDR2, HD 5450 1gb and a 320gb Hard Drive. I Am 15 and I would REALLY appreciate it if it could be as cheap as possible. 300-400 would be WONDERFUL and convenient, I Know its a tight almost unreasonable budget but I dont have many ways to earn money.

What would you guy's reccomend on this budget?

*Edit* I Have been looking but on this budget, Some components may be overkill for my budget.

Even a low-end PC like this one will blow your's away. If you get more money over time you can upgrade the graphics modestly.

You may find that if you browse Newegg daily, then over a few weeks, they may offer a similar build at a greatly discounted price.
