My desktop Win 7 computer's volume is "out of control"

I am currently unable to adjust the volume of my speakers using Control Panel. Each time I set the volume lower, the indicator rises back to the top (maximum volume). At the same time, I have also had a volume "gadget' appear on my screen indicating that the volume is at the maximum. I am also unable to make this gadget go away. I suspect it will disappear when I am able to lower my volume once again. In the meantime, any suggestions on how I can regain control of the volume would be greatly appreciated.

have you tried uninstalling and then reinstalling the newest soundcard/onboard sound drivers?

what volume gadget are you referring to? unless you're using a laptop it sounds as if you downloaded something. a software conflict could cause such an issue.

have you always had this issue or is it a recent development? what have you installed since then if no.
