Taskbar Glitch? (Cut in half)

So I was on youtube watching some videos, and then I noticed that my taskbar icons were cut in half horizontally like this : http://www.sevenforums.com/general-discussion/155446-half-taskbar-missing.html

closing chrome or anything wouldn't change anything. I opened MSE to scan and between me opening it and scanning it went back to normal ( I opened it through the "show hidden icons on the right taskbar) it came back to normal.

What would cause this? I haven't changed my monitor resolution or anything. Will this start happening more often in the future?

Well, the Taskbar is simply a function of a piece of software that runs on top of Windows itself. Software malfunctions from time to time, and can also be interfered with by other things taking place on the computer. The easiest fix is probably going to be, logging the current user out of Windows and logging back in. That should restart the piece of software that is drawing your Taskbar. If not, a reboot of Windows will almost certainly clear things up.

My immediate recommendation would be to update the graphics drivers for your computer.

If you want to restart the Taskbar manually, you will have to end the task which provides it. In Task Manager, terminate all instances of Windows Explorer, which may show up as explorer.exe, then...

No, it just seemed to have happened as I was on Youtube (I had been a game, which was running for few hours... I don't know if that makes a difference, and I while youtube was open I had a wav file open playing and looping every 1/0 of a second, so I don't know if this makes a difference.)

any help would be appreciated. Would it be a chance that this was just a once off graphical error? I believe it fixed itself as I opened MSE and as the MSE icon appeared on the taskbar, it fixed it. I just don't want this happening on a regular basis.

If this starts happening to you on a regular basis, you should be able to establish some sort of pattern of usage that is causing it. For example, if it always happens after watching YouTube through Chrome, you might try the same task using a different browser such as Firefox or IE, to see if it's an issue with Chrome on your system, or if all three exhibit similar behavior, it could be Flash video, common to all three browsers, that is causing it. There could be a setting you may want to try toggling, such as hardware acceleration, to see if it's simply incompatible with your particular configuration, either by your browser, or Flash. But, these are only avenues to go down if you continue to have problems in this area.

If this hasn't been happening on a regular basis, I would certainly consider it a "once off" graphical error.
