Windows 8.1 Mouse reconnects/disconnects

Recently bought a new wired Insignia mouse, saying Windows 8 compatible, and expected a simple plug and play. However, when plugged in, it installed drivers but does not move the cursor, left click or right click or scroll, basically does not function. The laser underneath is on, but the mouse keeps reconnecting and disconnecting. My laptop keeps creating the sound effect when this happens. I tried other USB ports on my laptop and the same thing happened. I plugged it into my mom's HP Touchsmart computer which is currently running Windows 7 for some reason, but the mouse worked fine on it, leading me to believe it is not a mouse hardware problem.

The mouse's model number is NS-PNM5113.

My laptop is an HP Pavilion g6 running Windows 8.1,
AMD A6 -4400M APU with Radeon(tm) HD Graphics 2.70 GHz Processor,
4.00 GB (3.47 GB usable) Installed Memory (RAM),
and 64-bit Operating System, x64-based processor System Type.

Any help would be much appreciated.

I have plugged it into other USB ports on my laptop and it still does the connecting/reconnecting dance.

I also plugged it into another PC and it DID work there.
