Having problems with evga gtx 760 ftw

I have had this card for a while and its been a huge improvement from my old card. lately I've noticed some low performance in games and have blamed it on my cpu, thinking my gpu was fine because its fairly new. I decided to oc the gpu since the cpu already is and notice little to no increase in performance. I do have some experience with overclocking and had a decent idea on how to do it. While running furmark and other gpu monitoring software I noticed that my core clock and memory clock are not as high as they should be. gpu-z and furmark running and it says the default gpu clock is 540MHz and memory clock is 1502MHz. While Newegg says that the core clock is 1085MHz and the memory clock 6008 MHz (effective). The latest nvidia drivers are installed and I have tried resetting the oc settings, is there something wrong with my gpu? some setting I may have missed?

Specs are:

Windows 7

ASrock P67 extreme4 gen3

Intel I5 3570k OC'd @ 4.1MHz w/ hyper 212 plus

EVGA GTX 760 ftw 4gb

12GB of Gskill ripjaw ram

Rosewill BRONZE 1000W psu

Re installed the drivers, didnt change. But can you define "setting the gpu at 1000" the core clock? and how would I manually do that?
