7870 stuck at 400 mhz after installing a new CPU

It's normal for a GPU to downclock when it is not needed to save electricity and produce less heat. If you open a program that needs GPU power like games, it automatically clock itself depending on the situation. In short, it's perfectly normal.

And how did you think its normal. To run full while in idle? Its normal , todays cards have 4 profiles for idle, gaming, multi-monitor, blue-ray and then dont all need full power.
