The ASUS 4-way optimization software has left my CPU locked at 3.9 GHz and 1.22 volts. I have loaded defaults in my BIOS and tried to clear cmos (turn power off and press button at the back) however it is still maxed out. I have gotten rid of the software and used a cleanup program which still has not worked.

Check Windows power profile. If it is set to high performance the processor will not downclock. Set it to balanced. You can use balanced with 4-Way Optimization with no issue.
