Installing new CPU trouble

Hello,
I have an Compaq Presario CQ56 with a bad/defunct CPU. I installed an AMD Athlon 2 CPU, but I'm affraid I put too much thermal paste on it and it spilled over the chip (pictures).
I cleaned it as much as I could and put it in the socket, turned the comp on and it gave "CPU Fault Error" code with WiFI LED amber and CAPS LED blinking once every 2-3 seconds.

Is the CPU dead or do I need to clean the paste more throuroughly? Any ideas how to clean it off?

Solution
To clean off the thermal compound, first use a dry, lint-free cloth/tissue, you should be able to clean up ~90% of the TIM with that. A toothpick can be used to clean the joint areas (and the IC where the thermal compound oozed onto it - I see that). Last I'll suggest going over the whole top side with isopropyl alcohol using a very soft toothbrush. Wait 6-8 hours for the alcohol to evaporate completely before attempting a re-install of the CPU.
Once the CPU is installed with fresh thermal compound, clear CMOS, then restart
To clear CMOS, find the watch battery connected to the motherboard, remove it's connection for 10 seconds then plug it back in.
