FPS drops without a particular reason

Basically, i'm having extremely low fps in every single game for my specs. One day everything was fine and the other fps decreases by 2-4 times in every single game e.g. i had 250-300 fps in LoL and now i have 50-70(with GTX 760 it's now around 80-90), i'm not even talking about new games like Wolfenstein or Watch Dogs cause they are just slideshows. I'm not sure what else can i say about this problem cause i have no idea what has happened.
Specs :
550W PSU (almost new)
8GB RAM
Intel Core i5 3.2GHz(it's almost never getting to 100 % of usage so i don't think it's a bottleneck)
120GB SSD with Win7 SP1 (previously it was 750GB HDD)
Pretty old Philips 190CW monitor(i have no idea if it can be a problem but everything was fine before)
GTX 660 (Right now i'm trying GTX 760 and it's just around 10-20 fps increase)
What i've tried 1) Chagning HDD on new SSD, reinstalling drivers and system 2) Cleaning RAM modules and their slots 3) Cleaning and changing GPU slot 4) Using different graphic card (didn't help so i guess it's not actually GPU problem) 5) Buying new VGA-DMI adapter
I'm thinking about changing motherboard but i'm not really sure.


 
Solution
There's no bottleneck from the CPU side. Try uninstalling and deleting drivers through CCleaner and use Display driver uninstaller in safe mode to uninstall the drivers completely.
Now do a fresh reinstall of the latest available drivers!

check the load on your card through gpu z f its above 80 % then your pc might be infected with a virus. Do as this harry said and if it doesn't fix your problem the reinstall win. Also in case you updated your driver you could just reinstall the old driver and then check the performence and you could also see if your card is not heating up and if it is then take your graphics card to service centre
