is there any software to over clock this old laptop cpu to try and keep multiplier at 14x or something to get some power out of it thanks

I doubt it. Even assuming there's software out there, it's not usually advisable to overclock a laptop. Unlike with desktop towers, laptops don't have the space to add after-market liquid cooling solutions. And they usually have little to no space to even add heavier-duty heat sinks and/or fans for air cooling. That's important because every time you overclock, you're pushing more electricity through the chip than its rated for...which means it's going to run a lot hotter.

You're probably running Windows XP on that laptop. If you have the RAM, you might be able to run Windows 7 (32-bit)...but I wouldn't expect a whole lot out of it. And don't expect to run Windows 8 (doesn't have certain instruction sets required for it)...

If you're looking to streamline its performance, & you only use it for email/office apps/browser-based games, you'd probably be better off installing a Linux distribution on it. If you still have older WIndows-based games you want to play on it, check on Microsoft's site to see if it'll handle Windows 7.
