MSI R9 290 Twin Frozr OC not working as expected

I have had a Gigabyte GTX 760 for around 6 months now and I had an extra $500 left in my bank after my birthday, so I decided to pick up a new card. After spending ages trying to decide what to get I got the MSI cooled 290, because of it seemed to perform at nearly the same level as a 780 but at 100 dollars cheaper.

So when it arrived, I uninstalled all of my Nvidia drivers, turned of my PC, took my 760 out and put in the 290. It seemed to work okay, i booted into windows fine, but then noticed more nvidia drivers had somehow automatically installed themselves again, so I removed them and rebooted. Then nothing. I had to put my 760 in again and use the nvidia/amd driver uninstaller, which then let me use the 290 and install drivers. After the drivers had installed and I restarted, I got horrible grey artifacting going horizontally across my screen, but after another reboot I haven't seen it again.

The card seems to be installed perfectly now, although I've had these problems come up since
-The fans produce an inconsistent 'whooshing' noise even when under light load that is seriously frustrating to hear, even when gaming with headphones on. I can't seem to ignore it and it's making me crazy. It seems separate from the noise the fans are supposed to make.
-I'm worried my CFI 600W PSU is only just/not enough power to run the 290 as well as a 4670k, lots of led case lights, a wireless pci adapter and my 4 case fans? It now makes a slight buzzing noise under load that wasn't there with my 760. I'm terrified it'll explode. I can't find any reviews of CFI power supplies but here is the one I have in a 500W variant, the supplier no longer has the one I originally bought.
-The temps go up to 90 degrees in metro 2033 after about 10 minutes. I find this scary high especially considering it's a aftermarket cooler and in reviews people were saying it hits less than 80 under load. I haven't overclocked the card whatsoever. It's running at 977Mhz.

I'm not even sure what the point of this post was. I am just stuck. I'm scared to use my computer now, I'm broke, so I can afford to pay for it to be shipped back to me if they find no faults with the card itself. I'm thinking of trying to sell the graphics card and sticking with my 760 that never went over 70 degrees and I could barely hear it. Is it even safe to continue running this 290 on my PSU? Should I try and RMA the card because of the fan noise that doesn't seem right?

My case is the NZXT H440 which is known to restrict some airflow, I use a 4670K currently at stock because I don't want to push my PSU to exploding. I use 2 4GB sticks of Gskill Ripjaws X memory, the 600W CFI PSU as i mentioned, and my motherboard is the MSI z97 Gaming 3.

Any help is appreciated, I haven't been so stressed about something in a long time. I've literally put nearly all of my life's savings into this computer. Thank you :)

Well you could fiddle with msi afterburner to get the temps down, like manual fan control (also usefull for the noise testing) and voltage control. There have been few users on these forums with cards that had unnecessary high stock voltages and lowering the voltage will bring down the power consumption and heat. See how low you can get while keeping the card stable, use some benchmark like Unigine Valley, Heaven or 3dmark for stability testing.

You could also make sure the screws holding the heatsink are all tight enough so the heatsink has good contact with the chip. If you find loose screws you'd probably need to redo the thermal paste as well (which might or might not void the warranty, rma would be a good option then)

Thanks for the advice man, I had MSI afterburner previously installed and it says that it's giving it +25 on the core voltage. It says that is the default but I might try stepping it down to 0.
The only thing is it terrifies me when my PC bsods, randomly shuts down or anything like that. it's like it's my baby and i panic at every error haha. But i'll get over it and post back when i've tested voltage tweaks.
What's your opinion on my power supply situation? :)

I had a Gaming 290 after hearing about how it fixed all the problems that AMD had with heat and noise. Long story short is I put my 680 back in and was much happier with the overall experience and sent the 290 back cause it was too hot and loud.

I use Display driver uninstaller (DDU) to handle driver changes as it can override things windows likes to do (like auto install non-latest drivers after you uninstall old ones)

I am not sure about the whoosing noise you hear, try manually upping the fan speed in MSI afterburner to see if it is caused by the GPU fan. Could also be the PSU fan ramping up to deal with the increased load of the 290.

600W <i>should</i> be enough for a 290 + 4670K though it wouldn't hurt to upgrade to a more well know PSU from the likes of corsair, seasonic etc.

Most reviews do their temperature benchmarks in best case scenarios; on an open test bench or in a case with loads of airflow and very little in them (like cables and HDDs that can block airflow).

If I was in your position (and I have been twice after unsatisfactory GPU upgrades) I would put your old card back in, play for a bit with it and think about whether the difference between the 2 is worth the $500.

I couldnt find any usefull info on the psu with a quick googling... What's the advertised max current (or wattage) on the 12V rail(s)? Does the psu have a 80+ rating? If it does it would mean the unit can actually deliver on the promises. (and if it doesnt that would be... bad.)

the +25 would mean it is giving 25mV over the base voltage whatever that actually is, so theoretically it should be possible to tune that value down into the negatives as well (whether the card is stable is another question :DD)

Thanks dude, I think I'm pretty much in the same position you were in. I told the place I got it from I wasn't happy with how it performed in my case and everything but they pretty much said they can test it for faults but can't do much else :( maybe I could try again but eh. I don't know how I could convince them :/ and yeah, I am happy with my 760. It actually gets 10 -30 more fps in cpu intensive games such as league and cs:go for some reason, and the Nvidia card seems more snappy when alt-tabbing out of games. The only improvement I get is about 20fps in games like Metro 2033, but It's not worth the horrible noise, not to mention setting me back $517 :'/

Kari, I can't find their website or any info either, but I know its supposed to be 80+ silver, and if I remember correctly it said it can do like 42 amps on the 12volt rail? not sure if i'm using the correct words aha.

I think I'm going to just take it out and then do my best to get as much money back as possible by selling it used, or call PC Case Gear again and plead with them to give me a nice 4GB 770 or my money back plus a restocking fee. There are so many things about this card that I don't like, even if I manged to fix one or two of them I still wouldn't be happy with it. Thank you guys :) I never really appreciated my cool and quiet Gigabyte card until now D:

PC Case Gear (place i got it from) say they will run benchmarks and if it's works fin they'll send it back. So. Frustrating. I think my only option is to sell it 'used' even thought it's been used for a day.
I live in Australia, does anyone know how I could possibly sell it for a decent price? :/

Man that is super shitty. I suspect that Australia doesn't have any distant seller regulations like we have in the UK (7 day no questions asked refund on all items bought without the product being in front of you at time of purchase). Like sure is tough out there.

Not sure how much you'll get second hand, just be sure that when you sell it that you make clear that it wasn't a mining card. That way you should get a bit more money.

Mhm, It's so bad. I've bought thousands of dollars worth of things from them and the one time I'm not happy with something they don't want to help me out at all. But thankyou, I'll try as you suggested. I put it up for like 80 dollars less than I bought it for but haven't had any replies yet
