I'll add my vote for the Hyper 212 EVO.
As for overclocking, I don't know on the intel side. But I was able to get an FX 6300 to 4.4-4.5 GHz on near stock voltages with this cooler.

Up to how Ghz will i can overclock with it? < Nobody can predict this because all CPU's overclocking potential is different.
