I'm upgrading a gaming PC, and my specs are
CPU: Xeon E3 1231v3
GPU: R9 270X
MoBo: ASUS H97 plus
2x 4G DDR3 (total 8G memory)

and when choosing a PSU, I don't know 650W or 750W PSU. Since I already have 270X, I might be crossifiring another 270X in the future, so should I go for 750W?

Yes, 750W would be ideal for CrossFiring the R9 270X. I can make some suggestions if you post your budget.

Bronze and gold just indicate the efficiency, the efficiency dictates is the power consumption and heat output, but the difference between bronze and gold is fairly insignificant.

This would be a great unit for $90: http://pcpartpicker.com/part/corsair-power-supply-hx750
