the cable in question is 4 pin and is labeled (down its front)

VCC
D-
D+
GND
GND

What does this do and what is it? It's not yet connected to my motherboard and it came with my case. Can I just not plug it in?

the easy way to find out is to follow it back to where it cam from. most likely its for a front usb port.

A pic would help, but the differential signal (D+ and D-) means it's almost certainly a USB port.

I reckon it's a header for a single USB port (instead of a double), it plugs in to half of the usual 9 pin

It's definitely an USB port.
Either leave it alone or see if your motherboard as USB headers on it, but be careful. USB is POWERED, that VCC is a +5 Volt, 500mA (or more), so if plugging it wrong, it may short-circuit or melt something...
Don't touch it if you're not sure what to do.

I'll probably not plug it in and if everything is fine and dandy then there shouldn't really be a reason to plug it in.
