Probably a defect in the card. Call the manufacturer or file an rma and switch to the gtx 770 :)

Check your CPU and GPU temps.

Install a temperature monitor, like gpuz and see what your temps are at. Do you have good airflow in your case? The xfx cards need to have good airflow or they may throttle themselves down to lower the temperature (what your card may be doing)

Try running this http://www.guru3d.com/files_details/display_driver_unin... and reinstalling the driver

Aside from that it is tweaking with the settings. I only play multiplayer so I have everything on stickman mode so I can massacre people.

I uninstalled my AMD driver re install nothing :(

Contact the manufacturer. Ask what to do, and they will see if its actually your card. Because its not normal that in somes games its amazing and others its not.

That being said, i would contact them just to know its not the gpu, and they could say what components could affect the performance. From there, test out each component with a specific software that targets that hardware. This will helo you determine whats wrong.

Those temps don't sound horrible for a GPU. I would take youtube video's with a grain of salt. Try to find benchmarks for the GTX 770 that include that game and see what reputable sites are getting. Actually, I would look at this. The FPS you are saying you are getting actually sounds about right based on this. An R9 280 is basically a rebadeged HD 7950.
