CPU Throttling issue ?

Ok so I have 2 new PC's that I have built, Both are identical have the following:

Gigabyte 78LMT-S2P M'Board
AMD FX-4130 Black Edition QC @ 3.8ghz with stock CoolerMaster heatsink and fan
4GB Corsair DDR3 Ram
Samsung 1TB Sata Drives

Basically the machines boot up and in computer manager show that the CPU is running at 2.81ghz rather than the 3.8ghz as advertised. I have tried all the usual OC stuff in the BIOS but everything I do generates a 'Error the OC features have prevented your computer from booting up" and then it gets put back to 2.81ghz

I can't see why the stock set up can't run at 3.8ghz - The machines are not under load and are only running Windows 7 Pro 64bit with Office 2013. They are setup for admin computers.

I have not installed any monitoring software yet but the machines are having these problems running from cold as soon as they boot up so it can't be a overheating problem. The stock cooler is fairly decent, Both machines have the correctly applied thermal paste and there fans etc are properly connected.

I don't get it ? Any ideas on why this is happening ?
