Half of ram hardware reserved?

I built this computer around 2 years ago, and have always had the problem of half of the ram being hardware reserved. I always just figured it was bad ram, but recently I found an older 2x2 kit that I had laying around from years ago. I put it in, and then the hardware reserved portion of the ram remained half. I took it out, and put all the different sticks in one by one in every different slot, and windows booted up fine each time. So that eliminates a the ram itself as a problem, right?

I checked the motherboard, and it detects all of the ram, so that must mean it's a windows problem. I already scoured the internet for answers, and tried everything, but nothing has worked for me so far. I should also mention that I've updated my bios to the latest version. I tried looking for that "Memory Remapping" thing as well, but I couldn't find it. I'm pretty sure it has something to do with windows anyway. I'd really like to get this fixed, so any help is appreciated.
